CBAM scope extended to new products

From 2028, finished products containing steel and aluminium will be subject to the carbon border adjustment mechanism.

The European Union is continuing to strengthen the Carbon Border Adjustment Mechanism (CBAM) by considering a gradual extension of its scope to new tariff headings. It is proposed that finished products containing steel or aluminium be included from 1 January 2028.

 

Among the new tariff headings added, we can find* :

 

Iron and steel

  • Strands and cables
  • Metal mesh, wire mesh and trellis
  • Helical springs
  • Springs and spring bladesessorts et lames de ressorts
  • Tableware, kitchenware or other household articles, and parts thereof
  • Cast iron, iron or steel moulded items

 

Combined metal products

Industrial machinery

  • Diesel or semi-diesel engines
  • Fuel pumps
  • Fuel burners
  • Cranes, derricks, overhead travelling cranes, bridge cranes and crane trolleys
  • Lifting or transport equipment
  • Machinery and equipment for public works

Household appliances

  • Refrigerators and freezers
  • Washing machines and tumble dryers

Electrical equipment

  • Electric motors and generators
  • Transformers
  • Wires, cables and conductors for electricity

Vehicles and components

  • Trucks and commercial vehicles
  • Bodywork and chassis
  • Gearboxes, wheels, suspensions, and radiators

Metal furniture

  • Seats with metal frames
  • Metal office furniture
  • Furniture containing steel and aluminium
  • Prefabricated structures containing steel and aluminium

Technical and medical devices containing metal

  • Metal tubular needles
  • Nerve stimulation devices containing steel and aluminium

Others

  • Wire fencing and trellisesGrillages et treillis
  • Nails and staples
  • Fittings/Hardware for furniture
  • Capsules, stoppers
